Paw-Print Isle is bordered by Debug File and Double Trouble, both of which have Chip ready to be killed in under a second. Although Chip can move DR easily and be safe, the easiest way to clock-set (assuming no [[Fullsec]]) if Chip is killed or fails at some [[boosting]] required for the desired time is to let the current second run out, then move to either level and come back.
