A parallel ram can be performed in only one situation: while Chip is teleporting. A failed teleport that ends up pushing a sliding block parallel to its sliding direction into a solid object. Such a situation can be seen here:

Chip pushes the first block into the teleport so that it is sliding against the second block. Chip then tries to teleport, in the process he bumps against and pushes the now sliding block into the second block (this action is not drawn to the screen as all teleport attempts happen in under a frame), which rams it and causes it to stop sliding allowing Chip to safely push the second block and exit the level.
