Tom Rowe is a well-known Chip's Challenge level designer and optimizer. He released his first and only level set, TomR1, in 2004 which gained popularity for its distinct style and frequent use of invalid tiles. Tom made a Lynx-compatible version of TomR1 for CCLP3 consideration.

Tom is one of the highest-scoring Chip's Challenge players, with 5,976,000 points (26th place) in CC1, 5,994,160 points (11th place) in CCLP1, 6,048,940 points (9th place) in CCLP2, and 6,073,060 points (8th place) in CCLP3.
